一、论坛介绍 | Introduction to the Forum

燕山大学“国际青年学者论坛”是落实“人才强校”战略的一项具体举措,旨在集聚海内外不同学术背景的优秀青年学者,就国际前沿科技及研究热点进行探讨,携手探索科学前沿,促进国际青年学者之间交流与合作的同时,加深对燕山大学的了解,促成高层次人才来校建功立业,为把燕山大学建成特色鲜明的一流大学汇智聚力,全面推进学校“双一流”大学建设工作。

Aiming at gathering outstanding young scholars with different academic backgrounds and promoting international exchanges and cooperation among young scholars, the Yanshan University International Forum for Young Scholars is a concrete act to realize the strategy of reinvigorating the University through human resource development. Young scholars may take the opportunity to discuss the forefront of world science and technology and research focuses, collaborate in exploring the forefront of scientific research, and make achievements together. In the mean time, the forum offers a way for young scholars from all over the world to better know the University while helping the University to recruit high-level talents in its effort of gathering wisdom and power to build a first-class university with distinctive features, therefore comprehensively promotes the construction of a Double First Class university.

二、时间安排 | Schedule

2019年5月22日(周三):报到。

2019年5月23日(周四)上午:论坛开幕式及主论坛专题报告会,下午分论坛报告。

2019年5月24日(周五):考察校园,感受港城;人才交流洽谈等。

2019年5月25日(周六):离会。

May 22, Wednesday: Register and check-in.

May 23, Thursday: Opening ceremony and main forum symposium in the morning, and Sub-forum presentations in the afternoon.

May 24, Friday: Tour around campus and the city of Qinhuangdao; recruitment negotiations.

May 25, Saturday: Check-out.


三、邀请对象 | Qualifications

1.国内青年学者及优秀博士:

“万人计划”青年拔尖人才、“国家优秀青年科学基金”获得者等国家“四青”人才;或申报“四青”人才项目进入会评者;或达到相应水平的优秀人才;“双一流”学校或学科博士等。

2.海外青年学者:

具有海外知名大学博士学位;或者具有国内博士学位,并有2年以上连续海外科研工作经历。

年龄一般应在40周岁以下(1979年1月1日以后出生)。

1.Young scholars or outstanding PhD fellows in China:

Young talents sponsored by the Four Programs for China’s young scholars including the Ten-thousand Talents Program and National Outstanding Youth Foundation, young scholars who applied for the Four Programs for young scholars and were reviewed by the committee, outstanding young scholars who have comparable research abilities, and PhD fellows from Double-First Class universities or disciplines.  

2.Young scholars from overseas college or university:

PhD fellows from renowned oversea colleges or universities, and PhD fellows from universities at home with at least 2 years of continual oversea working experience.

Preferably under 40 (born after January 1st , 1979).


四、报名流程 | Application

上报相关学院,学院组织面试(或视频)考核,并将通过考核人员名单汇总报送人事处,学校组织评审,确定最终邀请名单,发送正式邀请函。

报名流程:申请人向学院申请→学院组织面试(或视频)考核并报人事处→学校组织评审确定最终名单→发送邀请函。

报名截止日期:

第一轮:2019年4月20日。

第二轮:2019年4月30日。

An applicant shall fill in a resume (appendix 1) and the Summary Sheet of the 2019 Yanshan University International Forum for Young Scholars (appendix 2), which will be submitted to a related school (sorted in appendix 3) that will arrange for a personal interview or video interview assessment, and those passing the assessment shall be submitted in a summary form to the Human Resources Office of Yanshan University. Those passing the final review of the University will receive an official letter of invitation to the forum.

Application procedures: An applicant files the application to a related school→The related school arranges for a personal interview or video interview assessment and submits the information of the applicants passing the assessment to the Human Resources Office→The University appoints a reviewing committee to decide on the final applicants→Sending a letter of invitation.

Deadline for application:

 April 20, 2019 (first round).

 April 30, 2019 (second round).



五、交通食宿及省内支持措施 | Supporting Policies

1、报销差旅费:论坛期间学校统一安排食宿,受邀学者自订机票(经济舱)或高铁/动车(二等座)车票,学校报销往返机票或车票。报销限额为:欧美等地1.5万元/人,亚洲国家1万元/人,港澳台或内地0.6万元/人。

2、优先推荐申报项目:凡受邀参加此次论坛的海外学者,优先推荐申报国家千人计划、河北省百人计划等人才项目,入选河北省“百人计划”者,省财政给予每人100万元的资助。

1.Travel reimbursement: The University will provide the invited talents with the accommodation of the forum duration and reimbursement for related expenses that cover round air tickets (economy class) or high-speed train tickets (second class) they booked themselves. The maximum sum of reimbursement is: RMB 15,000/person for talents from Europe, America and neighboring areas, RMB 10,000/person for talents from Asian countries, and RMB 6,000/person for talents from China including Hong Kong, Macao& Taiwan.

2.Prioritized recommendation in applying for major programs: A recruited talent from overseas shall be given prioritized recommendation in applying for China’s One Thousand Foreign Experts Program, One Hundred Foreign Experts Program of Hebei Province, and so on. A recruited talent of One Hundred Foreign Experts Program of Hebei Province shall be offered a grant of RMB 1,000,000 by the Ministry of Finance in Hebei Province. 



六、人才待遇介绍 | Preferential Policies & Treatment for Recruited Talennts

1.学校对于国家“四青”人才或经学校认定达到相应水平的优秀人才提供年薪、安家费、科研启动费,并解决配偶工作、协助解决子女入学、入托,提供校内过渡房。有关待遇如下:

(1)岗位:事业编制、聘博导、教授;

(2)薪酬:年薪60万元;

(3)安家费:120万元;

(4)科研启动费:人文社科和经管类不少于100万元,理工类不少于300万元。

2.学校对于引进的符合条件的国内高校教授、研究员、博士生导师及海外优秀博士、博士后。有关待遇如下:

(1)岗位:事业编制、聘教授;

(2)安家费:50万元-70万元;

(3)科研启动费:人文社科和经管类30-50万元,理工类70-100万元;

(4)解决配偶工作、协助解决子女入学、入托,并提供校内过渡房。

3.对于其他特殊人才,实行一事一议。

1.Young talents of the Four Programs for China’s young scholars and outstanding young scholars affirmed by the University of having comparable   research abilities   shall   be  provided with annual salary, settling-in allowance, and  starting research fund. In addition, the University will help young talents’ spouses with job positions, help young talents find suitable schools for their children, and offer young talents temporary dwelling on campus. The detailed treatment is as follows:

(1)Position: Staffing of government affiliated institution, hired as PhD supervisor and professor.

(2)Salary: Annual salary of RMB 600,000.

(3)Settling-in Allowance: RMB 1,200,000.

(4)Starting Research Fund: More than RMB 1,000,000 for a talent of humanities or social sciences, or more than RMB 3,000,000 for a talent of natural sciences.

2.A professor, research scientist or PhD supervisor at home or a PhD or postdoctoral fellow of an overseas college or university recruited who meet all the qualifications of the University shall be offered treatment as follows:

(1)Position: Staffing of government affiliated institution, hired as professor.

(2)Settling-in Allowance: RMB 500,000 to 700,000.

(3)Starting Research Fund: More than RMB 300,000-500,000 for a talent of humanities or social sciences, or more than RMB 700,000-1,000,000 for a talent of natural sciences.

(4)The University will help young talents’ spouses  with job   positions,   help young   talents find suitable schools for their children, and offer young talents temporary dwelling on campus.

3.We have special support and a case-by-case arrangement for the recruitment of talents for special talents.
