泰山医学院人才引进规定（中/英文版）
为进一步推进人才强校战略,加强人才队伍建设,开创特色鲜明的高水平医科大学建设新局面,结合我校实际,特制定本规定。
一、引进人才应具备的条件和层次
引进人才必须拥护党的基本路线，学风正派、治学严谨、爱岗敬业，有良好的思想品质、高尚的道德品质和团结协作的精神，能认真履行教书育人的职责，且身体健康。具体分为以下五个层次：
第一层次：
1、中国科学院院士、中国工程院院士、中国社会科学院学部委员；
2、“国家特支计划”杰出人才；
3、国外著名大学终身教授。
第二层次：
年龄一般不超过55周岁，并具备下列条件之一：
1、中国科学院院士、中国工程院院士有效候选人；
2、教育部“长江学者奖励计划”创新团队学术带头人或特聘教授；
3、"千人计划"长期项目特聘专家或“国家特支计划”领军人才；
4、国家杰出青年基金获得者；
5、山东省“泰山学者攀登计划专家”；
6、国家“973”项目或“863”项目首席科学家；
7、国家重点学科、重点实验室负责人；
8、其他与上述人才水平相当者。
第三层次：
年龄一般不超过50周岁，并具备下列条件之一：
1、973计划“青年科学家专题”项目首席科学家、中国青年科技奖获得者或国家自然科学基金优秀青年基金获得者；
2、国家“青年千人计划”人选、“国家特支计划”青年拔尖人才、“青年长江学者”人选；
3、国家级有突出贡献中青年专家、“百千万人才”国家级人选或“新世纪百千万人才工程”国家级人选；
4、中国科学院“百人计划”入选者；
5、教育部“新世纪优秀人才支持计划”入选者、教育部“高校青年教师奖”获得者；
6、山东省“泰山学者”特聘专家（教授）；
7、省部级重点学科或重点实验室负责人、具有博士学位、学术成果优异者，具备下列条件之一：
（1）近5年获国家级科研奖励一、二等奖前2位，省部级自然科学、技术发明、科技进步、社会科学优秀成果一等奖前2位人员；
（2）近5年作为第1位人员承担国家自然科学基金等国家级科研项目、省部级重点科研项目，获上级资助自然科学科研经费累计达220万以上；近5年作为第1位人员承担国家社会科学基金等国家级科研项目和省部级社会科学基金重点科研项目，获上级资助科研经费累计达40万元以上；
（3）近5年以第一作者或通讯作者发表本专业学术论文，自然科学被SCI、EI、CPCI-S等收录5篇以上，其中单篇SCI收录影响因子≥10，累计影响因子之和达到20；社会科学类发 SSCI 论文的影响因子之和达到 12（其中单篇 SSCI 影响因子≥3.0 或在《中国社会科学》或相当期刊不少于5篇）。
第四层次：
专业建设所需的具有硕士学位的教授、学科建设所需的有突出业绩的博士、博士后，具备下列条件之一：
本层次分为A类和B类。
A类：1、山东省“泰山学者青年专家计划”入选者、省部级有突出贡献的中青年专家或山东省杰出青年基金获得者；
2、近5年作为第1位人员承担国家自然科学基金等国家级科研项目和省部级科研项目，获上级资助科研经费累计达140万元以上；
或近5年作为第1位人员承担国家社会科学基金等国家级科研项目和省部级社会科学基金项目，获上级资助科研经费累计达25万元以上；
或近5年作为主要完成人（排名前3）获得国家级科研奖励；
或近5年获省部级科技奖励二等奖首位或社科优秀成果奖一等奖首位；
或近5年以第一作者或通讯作者发表本专业学术论文，自然科学被SCI、EI、CPCI-S等收录9篇以上或获得发明专利至少4项，其中SCI收录影响因子≥5.0的3篇以上；社会科学被SSCI收录3篇或AHCI、CPCI-SSH收录10篇以上，或被《新华文摘》全文转载3篇以上。年龄一般不超过 45 周岁。
B类：近5年主持过1项国家级自然或社会科学基金项目；
或近5年作为主要完成人（排名前5）获得国家级科研奖励；
或近5年获省部级科技奖励一等奖前三位、二等奖前二位或社科优秀成果奖二等奖首位；
或近5年作为第一完成人，获得省部级科技奖励、社科优秀成果三等奖及以上；
或近5年以第一作者或唯一通讯作者发表本专业学术论文，自然科学被SCI、EI、CPCI-S等收录5篇以上或获发明专利至少3项，其中SCI收录影响因子≥4.0的3篇以上；社会科学被SSCI收录2篇或AHCI、CPCI-SSH收录5篇以上，或被《新华文摘》全文转载2篇以上。年龄一般不超过40岁，
第五层次：学校教学科研工作所急需、具有普通全日制学历的博士研究生，年龄一般不超过35岁。本层次分为A类和B类。
A类:能胜任教学工作，具有扎实的科研基础，以第一作者发表学术论文3篇以上，自然科学被SCI、EI、CPCI-S等收录2篇以上或获得发明专利至少2项，其中单篇SCI影响因子≥3.0；或社会科学被SSCI、AHCI、CPCI-SSH收录或《新华文摘》部分转载1篇。
B类:能胜任教学工作，具有一定的科研基础。
另外，有国外知名大学或知名学科或研究机构教授、副教授任职经历，或者长期在国外从事科学研究或开发工作的优秀人才根据实际能力和业绩确定引进类别。确属急需引进的优秀人才，但学历、年龄等不符合上述引进人才条件的，由被引进人员的岗位所在部门提出，经学校研究同意，按照人才引进的程序审批。
二、引进人才的待遇
1、提供科研启动费、购房补贴
学校对全职引进的人才，按其引进时的个人情况提供科研启动费、购房补贴。其中，科研启动费以项目的方式由引进人才提出申请，经学校审查同意后予以资助，引进人才须按照有关科研经费管理的办法使用。

Talents Recruitment by Taishan Medical University
Approved by Shandong Provincial Party Committee of the Communist Party of China and Shandong Provincial People's Government, Taishan Medical University(TMU), Shandong Academy of Medical Sciences and Shandong Provincial Hospital are to be integrated to be Shandong Medical University. In order to meet the strategic requirements for the integration, TMU will further increase the talents introduction.
Basic Qualifications for Candidates:
People who are introduced to TMU shall support the Party’s basic line, lead a moral life in good health and be committed to fulfill the duties of imparting knowledge and educating students with meticulous scholarship and cooperation spirit.
Five levels of talents are specifically listed as follows:
The first level:
The qualified applicants shall be (should meet at least one of the following requirements):
1、Academicians of Chinese Academy of Sciences, Chinese Academy of Engineering, or Chinese Academy of Social Sciences;
2、Outstanding talents of “National High-Level Personnel of Special Support Program” ( or “Ten Thousand Talents Program”);
3、Tenured professors in prestigious foreign universities.
The second level:
This level targets people not more than 55 years of age and the qualified applicants shall be (should meet at least one of the following requirements):
1、Candidates of Chinese Academy of Sciences(CAS), or Chinese Academy of Engineering;
2、Distinguished Professors, or academic leaders of innovation team of “Changjiang Scholars Program” (or “Cheung Kong Scholar Program”) initiated by the .Ministry of Education;
3、Distinguished Experts of the National “Thousand Talents Plan (long-term program)”, or leading talents of “National High-Level Personnel of Special Support Program”;
4、Awardees of “the National Science Fund for Distinguished Young Scholars”;
5、Experts of “Taishan Scholars Climbing Program” of Shandong;
Chief scientists of the national "973" project or "863" project;
6、Heads of national key disciplines, or key laboratories;
7、Talents who have academic excellences equivalent to aforementioned talents.
8、The “candidates” mentioned above indicates distinguished talents who have academic excellences equivalent to the selected candidates.
The third level:
This level targets people not more than 50 years of age and the qualified applicants shall be (should meet at least one of the following requirements):
1、Chief scientist of “Early Career Awards for Scientists and Engineers” (“973” project), winners of “China Youth Science and Technology Award”, or awardees of “Outstanding Youth Fund” (“National Natural Science Foundation of China”);
2、Selected candidates for the National “Thousand Yong Talents Plan”, the National “Youth Top-notch Talent Support Program”, and “Changjiang Youth Scholar Program”;
3、Young and middle-aged experts with outstanding national-level contributions, national-level candidates for “Million Talents Program" or “New Century Million Talents Program";
4、Selected candidates for CAS “Hundred Talents Program”;
5、Selected candidates for the “New Century Excellent Talents Program” or winners of “Award for Young Teachers in Higher Education Institutions " both initiated by the Ministry of Education;
6、Distinguished experts or professors of "Taishan scholars" of Shandong Province;
7、Heads of provincial and ministerial-level key disciplines, or key laboratories, with a doctorate and outstanding academic achievements, should meet at least one of the following requirements:
（1）In recent five years, the top two of the first or second prize winners of national awards, the top two of the first prize winners of provincial and ministerial level award for outstanding achievements in natural science, technology inventions, scientific and technological progress, or social science;
In recent five years, having hosted National Social Science Foundation projects, or other national scientific research projects, and key social science research projects at provincial and ministerial level and accumulated more than 400,000 yuan in science research funding;
（3）In recent five years, the ones who have published professional academic papers as the first author or corresponding author, and at least five natural science papers should be included in SCI, EI or CPCI-S. The impact factor of the single paper included in SCI should be ≥ 10, and the cumulative impact factors reach 20.
The sum of the impact factors of SSCI papers on social sciences reaches 12. The impact factor of the single paper included in SSCI should be ≥ 3.0, or not less than 5 papers have been published in Social Sciences in China or equivalent journals.
The fourth level:
This level targets people with doctoral or postdoctoral degree or professors with master's degree for specialty construction and discipline construction.
The qualified applicants shall be (should meet at least one of the following requirements):
This level is divided into Class A and Class B.
Class A:
1、Selected candidates for "Taishan Scholars Youth Expert Program" of Shandong Province;
Young or middle-aged experts with outstanding contributions at provincial and ministerial level, or winners of “Shandong Province Outstanding Young Scientists Award Fund”;
2、In recent five years, the ones who have hosted National Natural Science Foundation projects as project leader, or other national scientific research projects, and scientific research projects at provincial and ministerial level with cumulative over 1.4 million yuan in natural science research funding;
Or in recent five years, the ones who have hosted National Social Science Foundation projects as project leader, or other national scientific research projects, and key social science research projects at provincial and ministerial level and accumulated more than 250,000 yuan in science research funding;
Or in recent five years, awardees of national research awards as top three principal researchers;
Or in recent five years, the top one of the second prize winners of science and technology awards at provincial and ministerial level or the top one of the first prize winners of “Social Science Outstanding Achievement Awards”.
Or in recent five years, the ones who have published professional academic papers as the first author or corresponding author, at least nine of which on natural science should be included in SCI, EI or CPCI-S or with at least 4 patents. At least three papers with the impact factor of over 5.0 should be included in SCI; at least three social science papers should be included in SSCI, or ten in AHCI or CPCI-SSH, or full texts of at least three papers have been reproduced in Xinhua Digest. The candidates should be not more than 45 years old.
Class B:
In recent five years, the ones who have hosted one national natural or social science fund project;
Or in recent five years, awardees of national research awards as top five principal researchers;
Or in recent five years, the top three of the first prize winners or the top two of the second prize winners of science and technology awards at provincial and ministerial level or the top one of the second prize winners of “Social Science Outstanding Achievement Awards”.
Or in recent five years, awardees of science and technology awards at provincial and ministerial level as the leading researchers of the project, or of the third prize or above of “Social Science Outstanding Achievement Awards”;
Or in recent five years, the ones who have published professional academic papers as the first author or corresponding author, at least five of which on natural science should be included in SCI, EI or CPCI-S or with at least 3 patents. At least three papers with the impact factor of over 4.0 should be included in SCI; at least two social science papers should be included in SSCI, or five in AHCI or CPCI-SSH, or full texts of at least two papers have been reproduced in Xinhua Digest. The candidates should be not more than 40 years old.
The fifth level:
This level targets people, not more than 35 years old, with full time doctoral degree who are urgently needed in school teaching and research work. This level is divided into Class A and Class B.
Class A:
The qualified applicants shall be:
Competent to teach, with a solid foundation of scientific research, and the ones who have published more than three academic papers as the first author, at least two of which on natural science should be included in SCI, EI or CPCI-S or with at least 2 patents. The impact factor of the single paper included in SCI should be ≥ 3.0, or one social science paper should be included in SSCI, AHCI or CPCI-SSH, or part of one paper have been reproduced in Xinhua Digest.
Class B:
The qualified applicants shall be:
Competent to teach, with certain scientific research foundation.
In addition, the income level of full professors, associate professors or other outstanding talents, who work in prestigious foreign universities and R&D institutes, should be decided on their practical ability and performance. If such qualifications as the age or degree of urgently needed candidates do not meet aforementioned requirements, the concerning departments where the candidate are needed can submit an application for the recruitment to the university. When the application is approved by the university, the candidates can be recruited in accordance with the procedures for the introduction of talents.
Preferential Treatments
The university will provide due start-up research fund and settling-in allowance to the successful applicants based on their previous jobs who are willing to work in TMU on a full-time basis. The start-up research funds should be applied for research projects by the successful applicants, and after approved by the university the expenditure of the funds should be in accordance with the relevant scientific research funding management approach.
